Student Growth Percentiles (SGP) describe a student’s growth relative to students with similar prior achievement on state tests. Percentiles range from 1 to 99, with higher percentiles indicating higher academic growth. All students of all prior achievement levels have the opportunity to demonstrate all levels of growth. The growth model uses two year of prior test data as pretest scores; however, one year is used when multiple years are not available (such as for 3rd graders). Students must attend 90% of the instructional time in the course for their data to be included in the growth score for teachers’ evaluations. Annual calculations of student growth for SGP grades and courses are based on state assessment data (Georgia Milestones End of Grades [EOG] and End of Courses [EOC] in ELA and Mathematics.
SGP ratings are grouped in four levels to determine a score for Teacher Effectiveness Measures:

Teacher Assessment on Performance Standards (TAPS) ratings are administered through the Georgia Department of Education to all teachers employed in Georgia public schools in the field in which they were prepared. For each candidate, the first available TAPS earned during three academic years following program completion are reported. A teacher is scored from 0-3 on 10 performance standards (3 being the highest); these standard scores are added together for a sum score with a possible range of 0-30. The TAPS performance standard rating range is Level I to Level IV, with Level III being the expected rating for proficiency.

Employment Survey: This survey is a common, statewide survey conducted annually of the Georgia public school principals who employed the inductee program completers. The survey assesses the degree of satisfaction expressed by the principals of these teachers, identifying qualities that employers seek when hiring and assessing the teachers’ knowledge, skills, and dispositions for teaching.
Surveys utilized a Likert scale: 4=Strongly Agree, 3=Agree, 2=Disagree, 1=Strongly Disagree

In order to be identified as program completers, the GaPSC requires that all Initial Preparation Program Candidates attempt the Georgia Assessments for the Certification of Educators (GACE) exams that align with their area(s) of certification. The GaPSC also required candidates who completed programs prior to 2020 to complete the aligned Teacher Performance Assessment (edTPA) portfolio assessment.
